【历史沿革】一品鲍永久导航位于内蒙古自治区首府呼和浩特市,是内蒙古自治区直属高校,自治区重点建设院校,自治区人民政府和国家民委共建高校。学校在乌兰夫同志的关怀支持下于1953年建立,前身是内蒙古蒙文专科学校和内蒙古民族师范学校,2000年合并组建了内蒙古民族高等专科学校。2009年升格为本科院校,更名为一品鲍永久导航。2013年获得学士学位授予权。2016年通过教育部本科教学合格评估。2020年被列入自治区新增硕士学位授予单位规划建设。2023年成为自治区“十四五”时期应用型转型高校,自治区人员总量控制试点高校。

作为内蒙古创办最早的一所民族院校,学校始终坚守“为党育人、为国育才”的初心使命,以铸牢中华民族共同体意识教育为学校人才培养的生命线,落实立德树人根本任务,把民族团结进步教育作为学校发展最鲜亮的底色。在70年的办学进程中,培养了4万余名毕业生,他们扎根内蒙古大地,成为边疆地区“回得去、留得下、用得上、干得好”的优秀人才,为区域经济社会发展、民族团结进步、边疆繁荣稳定等作出了应有的贡献。学校先后10次荣获国家和自治区两级民族团结进步先进集体光荣称号。目前,学校校舍面积265981平方米,纸质图书107.46万册,电子图书120.27万册,固定资产总值6.61亿元,其中教学科研仪器设备值2.37亿元。

【人才培养】学校设有17个二级学院,有教育学、数学2个国家民委重点学科,中国少数民族史、中国少数民族语言文学(翻译)2个国家民委重点建设学科。现开设42个本科专业、6个专科专业,涵盖教育学、理学、工学、法学、文学、艺术学、经济学、管理学等8个学科门类。现有数学与应用数学、学前教育2个国家一流本科专业建设点,小学教育、思想政治教育、计算机科学与技术、数据科学与大数据技术、水质科学与技术、新闻学、翻译等9个自治区一流本科专业建设点。有14门自治区级一流课程、7门自治区级精品课程、10门自治区在线开放课程。有2个自治区级实验教学示范中心、93个教学实验室、157个校外教学实习实训基地、73个校外教育见习基地、1个劳动教育基地、7个校企合作基地,曾获“自治区高校教学质量与改革工程建设先进集体”。

学校面向全国招生,现有全日制在校生9915人,其中本科生9191人、专科生724人,师范生占本科在校生的43.56%。毕业生中涌现出了“草原英雄小姐妹”龙梅;第十三届全国人大代表、基层教师娜仁图雅;《美丽的草原我的家》曲作者阿拉腾奥勒等一批杰出校友。近五年,与内蒙古师范大学等高校联合培养硕士研究生130余人,积累了较丰富的研究生培养经验。

【师资队伍】全校现有教职工690人,其中专任教师517人(博士占25.15%、硕士及以上占85.30%,副高及以上职称占40.04%)。有全国高校黄大年式教师团队1个,自治区“草原英才”产业创新人才团队3个,自治区教学团队8个,自治区高校创新培育团队1个。有教育部“长江学者奖励计划”特聘教授1人,享受国务院政府特殊津贴专家2人,博士生导师1人,硕士生导师45人,自治区突出贡献专家5人,自治区“111人才工程”“草原英才工程”“321人才工程”人选12人,“四个一批”人才1人,自治区青年创新人才1人,“草原英才工程”青年创新人才5人,自治区教学名师8人,教坛新秀7人,自治区高校青年科技英才领军人才3人和骨干人才2人。有全国民族教育专家委员会委员1人,教育部高等学校大学数学课程教学指导委员会工作委员1人。聘有一批国内外知名专家学者为客座教授和兼职教授。近5年,教师荣获自治区自然科学二等奖、自治区高等教育教学成果一等奖、国家民委教学成果一等奖等省部级教学科研成果奖36项。

【科学研究】学校现有“可信大数据与人工智能”院士专家工作站。有教育部国别与区域研究中心、教育部民族教育发展中心重点研究基地、国家民委“一带一路”国别和区域研究中心、国家民委人文社会科学重点研究基地、国家民委重点实验室、国家语言资源监测与研究少数民族语言中心蒙古语文研究基地等国家部委科研平台7个;自治区四部委铸牢中华民族共同体意识研究基地、自治区高等学校人文社会科学重点研究基地等自治区科研平台6个,与中国社会科学院民族文学研究所共建新时代内蒙古三少民族语言文化研究中心。近五年,新增各级各类科研立项581项,科研经费达到1.5亿元(其中国家社会科学基金项目20项,国家自然科学基金项目6项);发表论文1078篇,出版著作125部,获得国家专利授权38项。学报《蒙古学研究》是综合性学术期刊,曾获得《全国民族地区民族文字版优秀学报》《北方优秀期刊》《首届内蒙古出版奖》,在蒙古学领域有较高声誉。

【社会服务】学校紧紧围绕习近平总书记交给内蒙古的五大任务谋篇布局,不断优化学科专业结构,在环境保护、乡村振兴、数字生态等方面助推五大任务见行见效。在锡林郭勒盟宝绍岱苏木及乌兰察布市化德县昔尼乌素村开展生态环境保护和土壤环境检测,种植沙柳300多亩,推动当地生态环境改善;加强“产学研”合作,在沙地野生蔬菜开发、农业牧业废弃物资源化利用方向与中国农业大学、内蒙古农科院以及农业企业合作,取得系列成果;成立乡村振兴服务团队,为通辽市库伦旗先进苏木农户提供合理化植物种植方案、土壤环境改善恢复策略和实施垃圾处理新模式;与华为技术有限公司合作共建自治区唯一一家“华为云学院鲲鹏中心”,为自治区电子信息产业的可持续发展和数字经济产业提供自主可控技术应用型人才支撑。学校积极推动国家通用语言文字高质量推广普及,组建3批共170名师生支教团,帮扶兴安盟有关学校,在全区国家通用语言文字达标校评估中,学校被评为“优秀”等级。近五年,学校立项横向科研项目55项,立项经费3442.1万元。完成多项国家民委重点委托项目、自治区重大科技攻关项目。多篇咨询报告被国家民委、自治区党委政府和基层政府采纳。研究制定了《信息处理用传统蒙古文排序》《信息处理用蒙古文词语标记》等国家标准。

【校园文化】学校秉承“崇正、尚智、务本、传承”的校训,创新实施“三贯通五参与十融入”思政工作体系和“23456”民族团结进步创建工程,努力使每一名师生成为铸牢中华民族共同体意识的播种者和推动者。近三年连续荣获国家、自治区、呼和浩特市和新城区四级民族团结先进集体荣誉称号。学校全面加强爱国主义教育,以社会主义核心价值观为引领,开展形式多样的主题活动,形成富有特色的校园文化系列品牌活动。校园足球、校园那达慕是内蒙古自治区校园文化精品项目,学生男子足球队获得7次自治区冠军、蝉联两届全国青少年校园足球联赛校园组季军。校园乌兰牧骑深入基层开展多场演出,传递党的声音。学校获评“全国大中专学生志愿者暑期‘三下乡’社会实践优秀单位”“自治区征兵工作先进单位”“自治区学生资助工作先进单位”“自治区首批平安校园”“全区学校安全管理工作先进集体”等称号,校团委获得“全国五四红旗团委”,黄大年式教师团队党支部荣获“全国工人先锋号”。

【合作交流】学校积极服务“一带一路”倡议,与蒙古国、白俄罗斯、菲律宾等“一带一路”沿线国家高校建立了合作关系。建有教育部“蒙古国研究中心”和国家民委“‘一带一路’沿线‘汉译学’研究中心”等2个国别区域研究中心,主办“民俗文化与‘一带一路’国家的民心相通”等学术会议,推进人文交流。学校与中央民族大学和东北师范大学建立对口支援关系,与南京工业大学和区内有关高校开展合作培养和交流。学校加强校企产教融合、协同育人,与国内7家知名企业共建大数据、云计算、智能科学、数字经济等7个新兴本科专业,联合培养应用型人才。学校与呼市新城区、苏尼特左旗、乌拉特后旗、新巴尔虎右旗等地方政府签署战略合作框架协议,积极拓展办学资源,推进全方位合作。

Introduction to Hohhot Minzu College

History

Hohhot Minzu College is situated in Hohhot, the capital city of the Inner Mongolia Autonomous Region (IMAR). It stands as a key university directly under the administration of the IMAR, established through a collaboration between the regional government and the National Ethnic Affairs Commission of the People’s Republic of China (PRC). The college traces its origins back to 1953, with the invaluable support of Comrade Ulanhu. Originally, it emerged from the amalgamation of the Mongolian Specialized School of Inner Mongolia and the Inner Mongolia Ethnic Normal School. In 2000, these entities were merged to form the Inner Mongolia Ethnic Higher Vocational College, which later evolved into an undergraduate college in 2009, renamed as Hohhot Minzu College. Subsequently, in 2013, it acquired the authority to confer bachelor's degrees, followed by the successful passing of the undergraduate teaching qualification assessment by the Ministry of Education of the PRC in 2016. Notably, in 2020, it was designated for inclusion in the initiative to establish new institutions authorized to grant master's degrees within the autonomous region. Fast forward to 2023, it underwent a transition to an application-oriented transformation university during the 14th Five-Year Plan period in the IMAR, also being selected as a pilot university for controlling the total number of personnel in the region.

Being the earliest ethnic institution established in Inner Mongolia, Hohhot Minzu College has steadfastly upheld its founding mission of "Cultivating talents for the Party and the State." The college places a strong emphasis on fostering a strong sense of community for the Chinese nation as the cornerstone of talent development, ensuring that education remains dedicated to nurturing virtue. Central to its development is the promotion of ethnic unity and progress through education. Over the course of 70 years, the college has produced over 40,000 graduates who have gone on to establish successful careers in Inner Mongolia and have emerged as exemplary individuals in border regions of China. They have seamlessly integrated into their communities, making substantial contributions to the economic and social development of the region, while also advancing ethnic unity, progress, prosperity, and stability in China's border regions. The college has been honored with the prestigious titles of National-level and Autonomous Region-level Ethnic Unity and Progress Advanced Collective on 10 occasions.

Presently, the campus spans an area of 265,981 square meters and houses a collection of 1.0746 million paper books and 1.2027 million electronic books. The total value of fixed assets amounts to 661 million yuan, with 237 million yuan invested in teaching and scientific research equipment.

Talent Cultivation

Hohhot Minzu College is home to 17 departments, featuring two key disciplines recognized by the National Ethnic Affairs Commission in Education and Mathematics. Additionally, two key construction disciplines accredited by the National Ethnic Affairs Commission include History of Chinese Minorities and Chinese Ethnic Language and Literature (Translation). Currently, the college offers 42 undergraduate programs and 6 specialized programs across various disciplines, including education, science, engineering, law, literature, art, economics, and management. Noteworthy are the 2 nationally recognized first-class undergraduate major construction sites in Mathematics and Applied Mathematics, and Preschool Education. Moreover, the college boasts 9 autonomous region-level first-class undergraduate construction sites, covering areas such as Elementary Education, Ideological and Political Education, Computer Science and Technology, Data Science and Big Data Technology, Water Quality Science and Technology, Journalism, and Translations. With 14 first-class courses, 7 excellent courses, and 10 MOOCs, the college is committed to providing quality education. It is also equipped with 2 experimental teaching demonstration centers, 93 laboratories, 157 off-campus training bases, 73 off-campus internship bases, 1 labor education base, and 7 school-enterprise cooperation bases. Recognized as an "Advanced Collective for Teaching Quality and Reform Engineering Construction in the Autonomous Region," the college has made significant strides in its educational offerings.

Enrolling students nationwide, the college currently boasts a total of 9,915 full-time students, including 9,191 undergraduates and 724 junior college students. Among the undergraduates, 43.56% are pursuing normal education. Notable alumni include Long Mei, one of the "Heroic Sisters of the Grassland"; Narantuya, a deputy of the thirteenth National People's Congress and dedicated grassroots teacher; and Altan-uul, the composer of the renowned piece "Beautiful Grassland, My Home." Over the past five years, the college has collaborated with Inner Mongolia Normal University and other esteemed institutions to nurture more than 130 postgraduate students, garnering valuable experience in postgraduate education.

Faculty

With a total of 690 staff members, the college boasts a highly qualified faculty, with 25.15% holding a Ph.D. degree and 85.30% possessing a master's degree or higher among full-time teachers. Additionally, 40.04% of full-time teachers have attained the title of associate professor or above. The college has received numerous prestigious honors, including the National Huang Danian-style Teaching Team, three Grassland Elite Innovation Talent Teams, eight elite-teaching teams at the autonomous region level, and one innovation cultivation team at the autonomous region level. Notable accolades include one chair professor of the “Chang Jiang Scholar Award Program” by the Ministry of Education of the PRC, two experts entitled to the special government allowance of the State Council of the PRC, one doctoral supervisor, 45 master supervisors, five outstanding contribution experts at the autonomous region level, and more. Moreover, the college has esteemed members serving on national committees and expert teams, further enhancing its academic prowess. In the past five years, teachers have received 36 provincial and ministerial awards, demonstrating their dedication to excellence in education and research.

Scientific Research

The college hosts a “Trusted Big Data and Artificial Intelligence” Academician Expert Workstation, along with seven National Department Research Platforms. These platforms include various key research bases and centers accredited by national and regional authorities, focusing on areas such as ethnic education, language research, and humanities and social sciences. Over the past five years, the college has undertaken 581 newly approved research projects, with a research fund totaling 150 million yuan. These efforts have resulted in numerous publications, patents, and awards, consolidating the college's position as a leader in academic research.

Social Services

The college has closely aligned itself with the five major tasks outlined for Inner Mongolia by President Xi Jinping. It has continuously optimized the structure of disciplines and majors, promoting the implementation of these tasks in areas such as environmental protection, rural revitalization, and digital ecology. Efforts have been dedicated to ecological and environmental conservation, including soil environment monitoring in Boshodai Sum in Xilin Gol League and Xine-us Village in Huade County, Ulanqab City. Over 300 mu (20 hectares) of sand willows have been planted to enhance the local ecological environment.

The college has strengthened cooperation between industry, university, and research sectors by collaborating with institutions such as China Agricultural University, Inner Mongolia Academy of Agricultural Sciences, and agricultural enterprises. This collaboration has led to significant achievements in the development of wild vegetables in sandy areas and the utilization of agricultural and livestock waste resources. A rural revitalization service team has been established to provide rational plant cultivation schemes, soil environmental improvement and recovery strategies, and implement innovative garbage disposal methods in model villages in Hure Banner, Tongliao City.

In partnership with Huawei Technologies Co., Ltd., the college has established the only "Huawei Cloud Academy Kunpeng Center" in the autonomous region. This center provides talent support with independent and controllable technology applications for the sustainable development of the electronic information industry and the digital economy in the region.

Furthermore, the college actively promotes the high-quality promotion and popularization of standard spoken and written Chinese in the People’s Republic of China. It has organized three groups of teachers and students to provide educational support to schools in Xing'an League, earning an "excellent" rating in the evaluation of standard spoken and written Chinese in the autonomous region.

Over the past five years, the college has initiated 55 non-governmental research projects (sponsored research projects) with a total funding amount of 34.421 million yuan. It has successfully completed various commissioned projects from the National Ethnic Affairs Commission and major scientific and technological projects within the autonomous region. The consulting reports generated have been adopted by the National Ethnic Affairs Commission, the Party Committee and Government of the autonomous region, as well as grassroots governments. Moreover, the college has conducted research and contributed to the formulation of national standards, such as the "Traditional Mongolian Language Ordering for Information Processing."

Campus Culture

The college upholds the principles of Integrity, Intellectualism, Dedication, and Inheritability, as embodied in its school motto. It has implemented an innovative approach to ideological and political work, promoting unity and progress through the "three connections, five participations, and ten integrations" framework, as well as the "23456" national unity and progress innovation project. The goal is to ensure that every teacher and student becomes a catalyst for forging a strong sense of community for the Chinese nation.

Over the past three years, the college has been recognized and awarded at the national, autonomous region, Hohhot city, and Xincheng district levels for its efforts in promoting ethnic unity. Patriotic education is given priority, with a strong emphasis on the core values of socialism. Various themed activities are organized to cultivate a distinctive and lively campus culture. The college takes pride in its exemplary projects such as campus football and the campus Naadam Fair, which showcase the vibrant campus culture of the Inner Mongolia Autonomous Region. The men's football team has achieved remarkable success, winning the regional championship seven times and consistently ranking third in the campus group of the National Youth Campus Football League for two terms.

Moreover, the campus Ulan Muqir performances have had a profound impact at the grassroots level, effectively conveying the message of the Party. The college has received prestigious titles including “Excellent Unit for College Students Volunteer Summer Social Practice,” “Advanced Unit for Autonomous Region Conscription Work,” “Advanced Unit for Autonomous Region Student Financial Assistance Work,” “First Batch of Safe Campus in the Autonomous Region,” and “Advanced Collective for School Safety Management in the Entire Region.” Its Communist Youth League Committee has also been awarded the esteemed “National May Fourth Red Flag Committee,” while the Huang Danian-style Teacher Team Party Branch has been recognized as the “National Worker Vanguard.”

Cooperation and Exchange

The college actively supports the Belt and Road initiative and has forged fruitful collaborations with universities in countries along the Belt and Road, including Mongolia, Belarus, and the Philippines. To deepen collaboration, the school has established two regional research centers: the “Research Center for Mongolia” under the Ministry of Education and the “Han-Translation Studies Center” along the Belt and Road under the State Ethnic Affairs Commission. In efforts to promote cultural exchanges, the school organizes academic conferences on topics such as “Folk Culture and Cultural Exchange with Countries along the Belt and Road.” Additionally, the school has formed partnerships with Minzu University of China and Northeast Normal University, while also engaging in cooperative education and exchanges with Nanjing Tech University and relevant universities in the region.

To nurture applied talent, the college emphasizes the integration of industry, education, and research. In collaboration with seven reputable domestic enterprises, it has established cutting-edge undergraduate majors, including big data, cloud computing, intelligent science, and the digital economy. Furthermore, the college actively expands its educational resources and fosters comprehensive cooperation through strategic partnership agreements with local governments such as the Xincheng District of Hohhot, Sonid Left Banner, Urad Rear Banner, and New Barag Right Banner.

Currently, the entire faculty, students, and staff of the school are deeply engaged in studying and implementing the spirit of the 20th National Congress of the Communist Party of China and the ideology of socialism with Chinese characteristics for a new era. They also prioritize the important thoughts of President Xi Jinping regarding strengthening and improving ethnic work, education, and culture. The goal is to foster a strong sense of community among the Chinese nation.
